LES MIS CH 11

I honestly don't fully understand this whole chapter and I keep going back and reading the bits that I can't comprehend but I just don't get the meaning. The little bit that I do understand is that the Bishop was liked more than Napoleon by the people and that the Bishop was a good man on all levels except from the fact that he was opposed against Napoleon in the earlier years of his reign which makes me think that the author supported Napoleon's beliefs and what not (I don't exactly know what beliefs Napoleon had).
